A Title I school is a school that receives supplemental federal funding due to a percentage of low-income students. Title I funding is intended to help close the achievement gap between low and high performing schools and ensure that all children have the opportunity to meet challenging State academic content and obtain a high quality education.
The purpose of Title I, Part C (Migrant) is to provide supplemental educational services for children of eligible families who migrate to find work in the agricultural, fishing and timber industries. This program is designed to assist migratory children in overcoming any educational disruptions, cultural and language barriers, social isolation or other factors that inhibit the ability of such children to do well in school. The goal is to ensure that all migrant students reach challenging, academic standards and graduate with a high school diploma (or complete a GED) that prepares them for responsible citizenship and productive employment.

Purpose of This Handbook
Title I, Part A is a multi-faceted federal entitlement program designed to level the playing field for disadvantaged students. The intention of Title I, Part A is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments. The purpose of this standard operations procedures handbook is to provide a step-by-step, systematic approach to managing the rules and guidelines of Title I to ensure consistent compliance. The information provided may be used by staff to ensure that Title programs are being implemented accurately and effectively. The step-by-step approach contained in this handbook will promote uniformity in operations as Title staff seek to carry out official Title duties and responsibilities. The Georgia Department of Education (GaDOE) provides local educational agencies (LEAs) extensive guidance on the over-arching requirements for Title I via the on-site monitoring document that is used to ensure that LEAs are meeting all statutory requirements of Title programs. These specific requirements from the GaDOE document were used to create this handbook. Step-by-step procedures, local and state Board policies, and checklists are all included in this guide. It is hoped that this guide will be useful to staff as they strive to comply with all federal programs statutory requirements. MoreTitle II, Part A, increases student achievement by elevating teacher and principal quality through recruitment, hiring, and retention strategies. The program uses scientifically based professional development interventions and holds districts and schools accountable for improvements in student academic performance. This program was created because research shows that teacher quality is correlated with student academic achievement (Sanders and Rivers, 1996). Because each community may face a variety of challenges with respect to teacher quality, this program allows funds to be used for a wide array of interventions.

Federal Title I regulation 34 CFR 200.39 requires each District identified in improvement status to prominently display on its website information regarding the district’s plan to implement Public School Choice (as defined by Title I) and Supplemental Educational Services (SES). With Title I schools in the district, we must meet federal regulations related to teacher qualifications as defined in ESEA. These regulations allow you to learn more about your child’s teacher’s training and/or credentials. We are happy to provide this information to you. At any time, you may ask:
- Whether the teacher met state qualifications and certification requirements for the grade level and subject he/she is teaching,
- Whether the teacher received an emergency or conditional certificate through which state qualifications are waived, and
- Whether undergraduate or graduate degrees the teacher holds, including graduate certificates and additional degrees, and major(s)or areas of concentration.
You may also ask whether your child receives help from a paraprofessional. If your child receives assistance, we can provide you with information about the paraprofessional’s qualifications.

The School Improvement Grants fund is authorized under Section 1003(g) of Title I of the Elementary and Secondary Education Act (ESEA) of 1965. The U.S. Department of Education issues formula grants to each of the State Educational Agencies (SEA) that wish to participate. The School Improvement Grants (SIG) are then awarded to local school districts as competitive grants.

Gateway to Educational Achievement & Reengagement
GEAR is the local title of the program/grant provided by the Federal High School Graduation Initiative.
Greene County shares this project with Jones and Upson counties.
1. Increase the graduation rate.
2. Identify and encourage youth who’ve dropped out of school to reenter school and complete their secondary education.
3. Prevent at risk students from dropping out of school.
4. Ensure students successfully complete the 9th grade.

Greene County School System along with Jones County High School, Gray, GA and Upson-Lee High School in Thomaston, GA are the recipients of a federal grant in excess of $8.7 million, over the next five years.
The purpose of the grant is to address a continual rise in drop-out rate in respective counties.More
